What is TDM?

You might have heard the term “transportation demand management,” “traffic demand management,” or “travel demand management,” but they all go by the acronym TDM, and they all refer to the same thing: the application of strategies and policies to reduce travel demand, or to redistribute this demand in space or time.

Rather than increasing capacity (which we know now just increases demand in lock-step), transportation demand management aims to intelligently redistribute and reduce demand on existing transportation infrastructure using numerous strategies that lead to improved mobility, reduced congestion, and lower vehicle emissions. Some of these many strategies include:

  • Utilizing mass transit systems or bike/walk/rideshare to destinations
  • Creating or improving pedestrian-oriented pathways to incentivize locals to walk instead of drive
  • Building bicycle-available pathways including bike lanes and multi-use trails
  • Ensuring facilities are bike-friendly, including storage areas
  • Introducing congestion pricing on busy roads during peak hours
  • Facilitating the creation of workplace travel plans
  • Reallocating roadspaces, privileging buses and other multi-user transportation modes
  • Encouraging flex-time work schedules to reduce roadway demand at peak hours

Innovate Memphis is just kicking off its new Commute Options program locally. The group has been working on a strategic approach that focuses on behavior change, creates employer partnerships, and markets all modes collectively. The plan includes an initial baseline survey and an 18-month pilot with six local employers (four large, two small). Initial employer engagement efforts have focused on the Medical District Collaborative, City Hall, University of Memphis, and Southwest Tennessee Community College. The Commute Options program includes regional branding and marketing materials that are created for distribution at community and employer-based activities and will rely on the existing vanpool and ridematching services through Memphis Area Rideshare. Innovate Memphis is also looking to include and support strategies such as parking management and bike-sharing. Overall the Innovate Memphis model is to test ideas and concepts, tweak and customize them and set them up for success and then pass them to another organization to sustain, which means they could
look to Memphis Area Rideshare for a program transition in the future.

The Mission Statement of Delta Human Resource Agency is to promote the development of human resources in Tipton, Lauderdale and Fayette counties through effective and efficient delivery of human services. Explore your Options: Groove Memphis will provide a range of travel options for a user’s trip and the impacts associated with each choice. This will help the user to make an informed decision about their trip.

Track your Impact: Users may track their trip choices to see the impact on their costs and local environment, receive rewards, and compete with fellow residents and employees in your area. By tracking travel choices in a diary, users will receive digital badges that can be shared on social media for actions such as “first alternative trip logged” or “first bicycle trip.” Top performers for each travel mode will also be displayed on a digital leaderboard. Jackson Transit Authority’s “The Lift” is a origin to destination, ADA service for the mobility impaired in the city of Jackson. “The Lift” service area is the corporate city limits of Jackson. JTA provides this service in addition to its regular bus service. Reservations are required for “The Lift” and must be made a day in advance.

The LIFT” is a small bus with regular seats, wheelchair stations, and a wheelchair lift. This bus is specifically designed to be mobile in residential areas so as to pick-up and drop-off passengers at their residences with ease. location

“THE LIFT” is available to persons unable to use JTA’s regular bus service due to mobility limitations. An application that includes medical certification is required. This application will take about three weeks to process. Eligibility criteria and applications are available at the JTA office: 38 Eutah Street, Jackson or via mail by calling 423-0200 . JTA also provides TTY service at 423-0204.

Memphis Area Rideshare is the local TDM program run by the Shelby County Department of Health’s Air Quality Improvement Division. It operates under two CMAQ funded applications – the rideshare grant, which includes the vanpool and Emergency Ride Home programs, and the outreach and education grant that funds the paid advertising and community outreach efforts. Shelby County has a contract in place with vRide to operate the Memphis Area Rideshare vanpool program. The agreement provides $193,500 annually to vRide for turn-key vanpool operations, which includes a 40% subsidy for the cost of the vans. There are 28 vans in operation with approximately 200 riders. All of the current vanpool participants are federal employees receiving the transit benefit program, which subsidizes the remaining portion of their monthly vanpool cost making it free to participate. vRide provides the ERH program directly to vanpool participants and Memphis Area Rideshare maintains a separate in-house ERH program for all other modes serving their internal database of 163 commuter participants. The outreach and education efforts include a paid advertising campaign that includes commercials on Comcast (radio and television), WKNO (radio and television), iHeart radio and AM990. There are 5-6 Memphis Area Rideshare commercials on 20 channels. Additional print ads include Jabberblabber, the Memphis Flyer, MATA bus wraps, and gas toppers at local gas stations. Memphis Area Rideshare’s outreach efforts include attendance at regular events and health fairs hosted by the Health Department.

PUBLIC TRANSIT: The mission of the Clarksville Transit System is to plan, implement, maintain and manage a public transportation system that allows for maximum mobility for the community with an emphasis on safety, quality and efficiency.

All buses leave the Transit Center, located at 200 Legion Street, at approximately the same time and travel to the outer reaches of the city. The buses then return to the Transit Center at approximately the same time, enabling passengers to transfer from one route to another route to reach their final destination. Additionally, there are transfer points along each route for quicker transport.

PARATRANSIT:  The lift is a service for qualified disabled and elderly passengers. To qualify for this service you must complete an application and return it to the Transit Office. If under 70 years of age and not residing in an assisted living facility, you must call to schedule an appointment for an interview. After being approved by CTS, passengers must call the day before your trip by phone at 931-553-2470 before 4:30 p.m. to reserve your appointment. The cost for this service is $2.50 per ride.

Franklin Transit Authority provides public transit services to the city of Franklin, Tennessee.

All Veterans and active military personnel are welcome to ride the Franklin Transit Fixed Routes for Free. When boarding the transit vehicles, individuals need to show the transit driver their military ID card. For your convenience, you can buy books of tickets at the Downtown Transit Center located at 708 Columbia Avenue. Ticket books can also be purchased online.

The Franklin Transit system offers Flexible Deviation pickup/dropoff service on the fixed routes for ADA and Medicare customers within ¾ miles of the published fixed route. Reservations are required to be made the previous service day (615-628-0260). Maximum of two deviations per hour per route.

The fare of a flexible deviation trip is fifty centers (.50) ADA. Medicare charge plus additional fifty centers (.50) for the reserved pickup, for a total fare of one dollar ($1.00).

In the past, RTA operated carpool and vanpool initiatives and proactively promoted TDM
programming. However, with leadership changes over time, they have become less engaged in regional TDM efforts. With their regional vanpool program under The TMA Group’s management
(through a contractual agreement), RTA staff does not see itself as the active leader in traditional TDM efforts and defers most inquiries to The TMA Group; however, there are still activities occurring within MTA/RTA that are CMAQ-funded TDM initiatives and should be looked at as part of the regional effort
to promote commute alternatives. These include an existing Trapeze RidePro database (separate
from The TMA Group’s database) for carpool / vanpool / transit matching that is maintained and purged annually. They also have an Emergency Ride Home program. MTA/RTA also manages the EZRide program that provides employers with transit passes and includes partnerships with the State, Vanderbilt University, Belmont University, Lipscomb University, Metro Government, LP Building Products, and Asurion, among others. The EZRide program supports employer-based transit pre-tax
and subsidy programs.

The City of Murfreesboro Transportation Department is responsible for the administration and operation of public transportation service (Rover) within the City of Murfreesboro. It also works with and / or assists other regional providers with mobility issues. All routes originate and transfer at the Rover Transit Center at the northeast corner of Walnut and Burton. Rover currently offers seven routes in the City of Murfreesboro.

Rover buses run Monday through Friday, five days a week, from 6 a.m. until 6 p.m. Wait for the bus at the bus stop or anywhere along the route and flag down the driver as we make “courtesy stops”. Rover bus drivers try very hard to stay on schedule, so arrive at your stop a few minutes early. Check to be sure you are getting on the right bus before you board. Each bus shows its destination and route number above the front windshield.

SCTDD Transportation contracts with transit agencies in each of the 13 counties within our district. Transportation service is provided to everyone based on nondiscrimination practices. Our vehicles meet ADA requirements. Our Job Access grant provides transportation to persons meeting income guidelines. Transportation is provided for adults to and from their home and workplace, including their children to daycare if necessary. Most counties also have a contract with TennCare and Families First to transport their clients to their pre-approved destination. We promote a drug free workplace. Drivers are adequately trained on a wide variety of topics to prepare them for their job duties. Safety is very important.

The TMA Group primarily focuses on vanpools – operating a regional vanpool program on behalf of RTA and Williamson County known as VanStar. The program has 60 vans with approximately 600 riders and is focused on growth given a separate CMAQ grant that provides funding for 60 additional vans. The TMA Group utilizes the RidePro ridematching system from Trapeze but only for maintaining commuter records related to vanpooling and to fulfill specific vanpool reporting functions (the carpool matching function is not utilized). There are approximately 2,000 commuters in the database who have expressed interest in ridesharing. The TMA Group also offers an Emergency Ride Home (ERH) program for their vanpool participants. The majority (if not all) of the vanpool riders are federal employees due to the commuter benefits program that subsidizes vanpool fares (with the average VanStar cost at $90, this means a 100% subsidy for participants). Overall, in addition to the vanpool focus, TMA Group’s efforts also appear to be very focused on Franklin/Cool Springs and Williamson County. They have vans that travel into Nashville but the limited employer and community engagement efforts they conduct are very localized. TMA also works on other initiatives including managing The Franklin Transit Authority (FTA), the Clean Air Partnerships of Williamson and
Rutherford County, and bike share for Franklin/Cool Springs. These initiatives receive separate funding (this includes both CMAQ TDM and other categories and non-CMAQ sources) and each program/service operates independently within TMA.

The Upper Cumberland Human Resource Agency’s Public Transit System provides public transportation to rural residents of all ages. UCHRA was established by the Tennessee General Assembly in 1973 to be the delivery system for human resources in the fourteen counties of the region. The programs operated by UCHRA initially included job training and transportation. During ensuing years, the UCHRA has expanded to supply a wide range of services that use a combination of funds from federal, state and local organizations.

UCHRA gives first priority to elderly, handicapped and economically disadvantaged with medical needs while providing deviated fixed route and demand-response service.  It is funded by the Federal Transit Administration, TN Dept. of Transportation, local human service contracts, fares, local revenues, and in-kind contributions.

Vanpool is a regional transportation solution RTA offers to help Middle Tennesseans lower their commute costs and extend the life of their personal vehicles.

VanStar, RTA’s vanpool provider, manages a fleet of vans, at the ready, to take your friends, co-workers and neighbors from home to work at specific times of day. Vans can carry anywhere from seven to 15 people to their final destination. If you’re concerned about being left behind or have an emergency come up, participants are automatically enrolled in a Guaranteed Ride Home program to make sure you get home when life gets in the way.

VanStar offers full insurance and maintenance on their vans to lessen your concerns. With Park & Ride lots throughout the region, cut down on everyone’s costs by having them meet you at a central location. As a vanpool driver, we ask you keep simple records and your commute is FREE.

Connect with fellow drivers who have expressed an interest in vanpooling. A minimum of 7 participants are needed to start up a vanpool. Participants decide the vanpool start time, pickup and drop off locations, and departure time. VanStar staff manages the vanpool by providing the vehicle, insurance, maintenance, emergency ride home, and a discounted fuel program.

PUBLIC TRANSIT: The Chattanooga Area Regional Transportation Authority (CARTA) is the public transit system in Chattanooga, Tennessee. Our mission is to provide a cost effective, efficient and safe multimodal transit system for the citizens, visitors and businesses of the City of Chattanooga, Hamilton County and the surrounding areas. The CARTA has provided safe, dependable and efficient transportation service to our community for over 40 years! Unlike many other public transit systems, the CARTA is more than just bus service. In addition to providing traditional fixed route public transportation, the CARTA Care-a-van provides specialized transportation for the disabled. The CARTA operates the Lookout Mountain Incline Railway, the steepest passenger railway in the world. CARTA initiated the downtown parking system that includes three parking garages with convenient access to our shuttle system, on street metered parking, and parking lots; initiated the Downtown Electric Shuttle system that has one of the largest fleet of electric buses in the United States; and recently took over the city of Chattanooga’s parking operations. Soon, the CARTA in cooperation with the city of Chattanooga’s bicycle program, will manage some 30 bicycle rental stations throughout the urban area. The CARTA carries over three million passengers annually and our funding sources include the city of Chattanooga and Hamilton County governments, state and federal governments, bus fares, revenue from the Lookout Mountain Incline Railway, and revenue from the parking operations.

Besides operating one of the country’s largest electric vehicle fleets, the CARTA has been involved in numerous research projects including the testing of tires for minimizing rolling resistance, solar panels on the buses, gas turbines, alternative battery chemistries, inductive charging, hydrogen auxiliary power units, and consulting for national and international governments interested in electric bus technology.

PARATRANSIT: CARTA Care-A-Van service is available to residents and visitors in CARTA’s service area who due to injury, illness or functional incapacity of a temporary or permanent nature, are unable to use CARTA’s fixed route transit vehicles. Care-A-Van service requires an application and physician’s statement to verify eligibility in compliance with the Americans with Disabilities Act (ADA).

Care-A-Van operates daily with special schedules on holidays. In order to accommodate as many riders as possible, advance notice is requested for scheduling Care-A-Van trips. Reservations are accepted on a next-day basis. However, Care-A-Van makes every effort to accommodate “on-demand” trips.

The Pigeon Forge and Sevierville Trolley System were established to bring mass transit to the two cities for the purpose of helping to keep the Smoky Mountain air clean for locals and visitors alike. It is probably the best way to see the sites of the area so that you do not have to pay attention to traffic and can just focus on looking for the fun. Our motto is, “Park your cares and ride with the bears!”

Currently there are 6 routes, North Parkway, South Parkway, Dollywood, Dolly’s Splash Country, Gatlinburg Welcome Center and Wears Valley Road. All of our routes originate and end at the Trolley Station. The station is located in the Old Mill District on Old Mill Drive. Just turn at traffic light #7 and look for the parking lot with all the Trolleys.

If the parking lot is full you can also park at the new Municipal Parking Lot located on Teaster Lane. Currently the parking is free and the transportation to Patriot Park is also free.

Gatlinburg’s trolley system is the fifth largest mass transit system in the state of Tennessee. The trolley system was established in 1980 with a fleet of only six trolleys. Gatlinburg now has 20 trolleys servicing approximately 50 miles in and around Gatlinburg and surrounding areas. Thanks to a grant previously received, you can view the locations and approximate arrival times at numerous trolley shelters through a global positioning system.

Visitors can pick up free trolley maps at each of the Gatlinburg Welcome Centers. Park your car and hop aboard the Gatlinburg Trolley (all but Tan and Pink routes) unlimited times for only $2.00 per day! The Trolley Pass is available at numerous participating Gatlinburg lodging facilities, Gatlinburg City Hall, as well as the two Gatlinburg Welcome Centers, noted on the front of this schedule/map.

Gatlinburg Mass Transit strives to be ADA and Title VI Compliant. All vehicles within the Transit Fleet are ADA equipped.

The Gatlinburg Mass Transit System receives funding from the Federal Transit Administration, the Tennessee Department of Transportation, the City of Gatlinburg, and through trolley fares. Funds from the American Recovery and Reinvestment Act of 2009 were also invested in the system.

Chattanooga’s GreenTrips program has been in operation for three years and is the result of a coordinated effort that engaged community stakeholders to serve on an advisory committee directing the program design and launch process. Housed within the Regional Planning Agency (RPA), GreenTrips is run by two outreach team members that are working with 25 local employers with key activities including: maintaining an online ridematching and rewards system; hosting an annual employer challenge event; promoting all non-SOV modes including carpooling, vanpooling, biking, walking and transit through marketing and outreach; and actively engaging in community outreach efforts. The employer partner list includes large employers like Unum, Amazon, UT-Chattanooga and Blue Cross Blue Shield, along with a handful of smaller organizations. The rideshare database (RideShark) includes approximately 1,500 commuters with 250 reporting commute data on a monthly basis.

Overall, the program appears to be well-planned and executed and includes many of the elements you would expect to see in a regional TDM effort. As the youngest of the existing TDM programs in the state, it appears to be the strongest in outreach and commuter/employer participation.

Johnson City Transit is a transit service around Johnson City. There are currently 14 routes in service and have different tiers of fare rates. Including a special reduced rate for disabled, students, kids under five and more.

JCT’s fixed route buses have bicycle racks on the front of the bus, onto which you may load your bicycle. JCT will transport all wheelchairs and occupants if the lift and the vehicle can physically accomodate them, unless doing so is inconsistent with legitimate safety requirements.

The majority of JCT’s fixed route buses are low-floor and are equipped with ramps. Patrons using wheelchairs should board these buses by driving their wheelchair “face forward” onto the bus ramp.

JCT requires a passenger age six or under to be accompanied by a companion who is age twelve or older.

Walkers with seats and light-weight transport chairs are not designed by their manufacturers to serve as wheelchairs and are not safe for a passenger to sit on during a ride on a public transit vehicle.

The Kingsport Area Transit Service, which has been operating since 1995, provides 6 fixed bus routes on a pulse system throughout the city of Kingsport. These routes are vital in helping individuals maintain or gain self-sufficiency by taking passengers to various places such as grocery stores, doctor’s appointments, work, and various other desired locations. Service has tripled in ridership growth since its initial year, and it has continuously altered bus routes to provide a better and more efficient service to new and growing areas of Kingsport.  The Dial-A-Ride ADA/65/Job Assist van system is a demand response curb to curb transportation service provided to individuals who cannot use the fixed route bus system for various substantial reasons. The KATS bus and van service is a valuable asset to this community and we are encouraged by its progress and growth.  These services are provided to residents of the city of Kingsport with a population of over 53,000. In the future, we hope to extend public transit services. The hours of operation are Monday through Friday, 7:30 am-5:30 pm.

The Lakeway Area Metropolitan Transportation Planning Organization (LAMTPO) operates as the regional transportation planning and coordinating agency for portions of the urbanized areas in Morristown, Jefferson City, White Pine, and Hamblen and Jefferson Counties. The United States Census Bureau designated these areas as urbanized in May 2002. They currently have to forms of transit.

First, the Lakeway Transit will be the first Fixed Route System to operate in the Lakeway Area. The first routes will be within Morristown, and it is anticipated to start in December 2019.

Second, the East Tennessee Human Resource Agency (ETHRA) provides the only federally funded public Transportation within the LAMTPO region. ETHRA Public Transit provides door to door, non-emergency transportation service including accessibility to persons with disabilities. Anyone can ride with ETHRA, however children need adult supervision in order to ride on the ETHRA vehicles.

Anyone can ride! NET Trans is your link for rural public transit.  Service includes door to door, non-emergency transportation to anyone requesting a ride.  Our fleet is equipped with wheelchair lifts and able to serve our customers with disabilities.

CAC’s Office on Aging Volunteer Assisted Transportation is a nonprofit volunteer-driven program dedicated to providing accessible and affordable transportation services to Knox County seniors and persons with disabilities who require aid and assistance to travel safely.

Volunteer Assisted Transportation provides rides for seniors and persons with disabilities who need assistance to travel safely, by:

Providing rides using agency-owned hybrid sedans and wheelchair-accessible minivans.

Training volunteer drivers to provide (nonmedical) door-THROUGH-door transportation to those who need help.

Transportation is dependent on the availability of a volunteer driver and vehicle on the day and time that the rider needs it. Anytime the program staff are able to match a volunteer driver and vehicle with a rider’s request, the ride will be provided. Transportation is not limited to “regular” business hours. Available weeknights and weekends based on volunteer availability.

Volunteers use Agency-owned vehicles (and gas) to assist people who might otherwise not be able to leave their homes. Must be 21 years of age and have an excellent driving record.

Knoxville’s Smart Trips program is housed within the Knoxville Regional TPO and has been in     operation for approximately 13 years. Serving eight counties, the program staff includes a full-time program coordinator who is supported by a part-time communications team member. Smart Trips promotes carpooling, vanpooling, transit, biking and walking and targets both commuter and employeraudiences. The program includes a ridematching and rewards system (through Rideshark) an annualCommuter Challenge, communications including newsletters and e-blasts, Emergency Ride Home,and annual promotions like Bike Month. Other on-going activities include coordination with KAT onprize trolley and transportation trivia promotions, weekly orientations for city and county employees,orientations and special events with the Universities, and program advertisements in the downtownalternative paper, the local business journal and Chamber of Commerce publications.

While Smart Trips does work with a number of employers throughout the region, they do not maintain an employer partner roster. Instead they have recently launched an employer sponsorship program that features three paid levels. They have three sponsors currently – Scripps, UT and Pellissippi State – and anticipate bringing Y12 and Oak Ridge National Labs on board soon. The Smart Trips rideshare database includes approximately 800 commuter participants and they maintain an additional list of 800 stakeholder contacts.
